  1. 1In a non-stick saucepan heat oil over medium-high heat.
  2. 2Add garlic, shallots, cook 5 minutes or until softened and starting to brown.
  3. 3Cut tomatoes in large chunks and add to pan.
  4. 4Sprinkle tarragon over tomatoes.
  5. 5Sauté tomatoes for 5 minutes.
  6. 6Add 4 cups of water and bouillon cube.
  7. 7Simmer for 20 minutes.
  8. 8Put through blender.
