- 1Brown ground beef in frying pan and drain.
- 2Add pepper, garlic and chili powder to pan (and any other spices you wish to add as well).
- 3Add cabbage to pan.
- 4Add beef broth to pan.
- 5Add rice to pan.
- 6Mix all items together and simmer on low for about 5 minutes.
