  1. 1Boil cauliflower (broken in 1" flowerettes) in 2 1/2 cups of milk and salt in an oven safe skillet. Cover and simmer for 5 minutes.
  2. 2Combine breadcrumbs, 1/2 cups of cheese and olive oil and set aside.
  3. 3Whisk flour and remaining milk in a small bowl.
  4. 4Add flour mixture to cauliflower, stirring until thickened.
  5. 5Add remaining cheese, chives, mustard and peppers.
  6. 6Remove from heat and sprinkle breadcrumb mixture on top and broil in oven until browned.
  7. 7Note: based on a recipe from eatingwell.
