Easy to prepare family casserole that is similar to halupki or cabbage rolls.

Directions
- 1Pre-heat oven to 400 °F (200 °C).
- 2Cook beef, garlic, and onion in skillet over medium heat, stirring occasionally, until beef is browned. Drain.
- 3Stir in cooked rice, pepper, soup and water.
- 4Place shredded cabbage or coleslaw mix in an ungreased 2 quart casserole dish.
- 5Spoon beef mixture over coleslaw/shredded cabbage.
- 6Cover and bake for 45 minutes or until hot and bubbly.
