Easy to prepare family casserole that is similar to halupki or cabbage rolls.

  1. 1Pre-heat oven to 400 °F (200 °C).
  2. 2Cook beef, garlic, and onion in skillet over medium heat, stirring occasionally, until beef is browned. Drain.
  3. 3Stir in cooked rice, pepper, soup and water.
  4. 4Place shredded cabbage or coleslaw mix in an ungreased 2 quart casserole dish.
  5. 5Spoon beef mixture over coleslaw/shredded cabbage.
  6. 6Cover and bake for 45 minutes or until hot and bubbly.
