  1. 1Cook ground beef and onions over medium heat until brown and skim fat.
  2. 2Add curry powder, garlic, ginger and tomatoes and fry for about 5 minutes.
  3. 3Add cinnamon and cilantro, stir and add water, salt to taste.
  4. 4Cook for 20 minutes over medium heat to blend flavors. Serve over rice.
