  1. 1In a large sauce pan, heat oil over medium-high heat.
  2. 2Add beef, 1 tbsp chili powder, and cayenne. Cook, stirring to break up meat, for about 5 minutes or until browned. Using a slotted spoon, transfer meat to a plate.
  3. 3Add bell pepper, onion, garlic, oregano, and remaining chili powder to the same saucepan. Cook over medium heat, stirring occasionally, until onion begins to soften, for about 3 minutes.
  4. 4Stir in tomato paste, then add diced tomatoes with juice, black beans, pintos, and tomato sauce.
  5. 5Cook and simmer for 10 minutes, stirring occasionally.
  6. 6Uncover, add cooked beef, and cook over medium heat until it thickens, about 5 minutes. Serve warm.
  7. 7Note: You may add light sour cream and fat-free cheese.
