  1. 1Preheat oven to 350 °F (175 °C). Brown meat in a large nonstick skillet on medium-high heat. Drain.
  2. 2Add seasoning mix and water. Bring to a boil. Reduce heat to low; simmer 10 minutes, stirring occasionally.
  3. 3Place 2 tortillas on the bottom of a greased 9 inch pie plate. Cover with half each of the refried beans, meat mixture, and cheese. Repeat layers once. Top with remaining 2 tortillas.
  4. 4Bake 30 minutes or until heated through and cheese is melted. Cut into wedges to serve.
