  1. 1Prepare grill or broiler.
  2. 2Combine cilantro and jalapenos in a bowl.
  3. 3Cut a pocket in the side of each steak, without cutting all the way through.
  4. 4Stuff pockets with cilantro mixture and secure closed with a toothpick or cocktail stick.
  5. 5Combine remaining ingredients and pepper to taste in a bowl, then rub over the outside of the steaks.
  6. 6Grill or broil about 5" from heat source 4-5 minutes per side, or longer if you prefer your meat well done.
  7. 7Remove toothpicks before serving.
